This joint Organisation for Economic Co-operation and Development and World Bank Group report, presented to G-20 trade ministers, focuses on the challenge of making global value chains more “inclusive” by overcoming participation constraints for small and medium enterprises and facilitating access for low-income developing countries. It suggests that SMEs participate in GVCs through indirect contribution to exports, and that a comprehensive approach to trade, investment, and national and multilateral policy action is needed to create more inclusive GVCs. It also highlights the importance of ensuring access to information and communication technology networks such as broadband and stimulating innovation by enhancing the ability of SMEs to manage and protect their intellectual assets.
